Telnet problems

I asked a while back why I was running out of telnet sessions and received
replies to use MAKEDEV to set up more pty's. I did and thought that the
problem was fixed. I have ptyb??, ptyg??, ptyp?? and ptyq??. The groups
ptyp?? and ptyq?? are used but for some reason the ptyb?? and ptyg?? groups
are not and I am getting the out of telnet sessions again. Any ideas?
