I received no replies on my login permissions problem. The ftp problem,
however, seems to be resolved. ftpd apparently looks for a "standard shell"
defined for each user before allowing that user to log in. tcsh is not one
of those standard shells (apparently sh, csh, +/- ksh). Once I renamed the
tcsh binary to csh, ftp began functioning properly.
The problem with Samba logins remains unresolved.
