SUMMARY: perl problems and patch kit 6

John Speno was kind enough to try a perl build on a system he has with the
same patch kit and of course it works fine for him. Therefore there was
something broken with my patch update. God knows what since it appears that
make had started doing something bad. Anyway, I may have overly maligned the
patch business ala DEC, but I'm still patch-shy from now on.
