On 3/1/98 I sent the following message.

The problem turns out to be that installupdate waits for every
filesystem in /etc/fstab to become available, including NFS
filesystems. Because networking is not available, installupdate waits
forever for filesystems that will never be there.

The answer is to comment out the NFS filesystems in /etc/fstab before
starting installupdate.

My thanks to Ian, Stephen, and Nick for the assistance.
