Number of users in /etc/passwd?

Dear Sir/Madam,
Thanks for help on my last problem. Now I have following problem
and looking for your kind help.

Is there is limit on /etc/passwd? I had entered 4000 users in
/etc/passwd using Digital Internet AlphaServer admin software.
But last week I see there is only 2600 users in that file. I am
using smtp 8.7.5/8.7.3. I came to know that hacker can destroyed
/etc/passwd using SMTP.
