network tools for identifying a mac ADDRESS

Hi ALPHA people,
greetings from Italy!

In our network (thousand of addresses) all machine detect
a messages of the following kind:

Mar 9 16:45:37 infos1 vmunix: arp: illegal IP address 255.255.255.255 is used by
hardware address 08-00-5A-09-69-A7!

We don't know how to identify the guilty hardware causing that.
It seems to be an IBM (by the 3 first couple of digits) but nobody
knows where it is.
We have a CISCO router for our 7 subnets

The question is :
do you know any software (hubwatch ...) which is capable of identifying
WHERE a given mac hardware is located (building , room that is which is
the HUB90/HUB900 in charge of the wanted hardware) ?
