Thanks to Steve VanDevender for his response:
Since 127.0.0.1 is the localhost IP address, there's no way that
people not on the same machine can have any more access to that
system's SMTP server than would otherwise be permitted by your
other LocalIP entries. I can't see any security ramifications to
this at all, unless you're so paranoid that you don't want people
connecting to your machine's localhost address.
