Hi All-

Well, I did not manage to get any replies; however, I did solve
the problem. It was "pilot error" caused by an ambiguity in the
layout of the 4.0D distribution cdrom.

When I created the RIS installation (I mounted the media as /cdrom), I
asked it to extract from /cdrom figuring "no problem, there is an
instctrl directory there"; however, I figured wrong!

It seems that you _must_ use /cdrom/ALPHA/BASE for the extraction
point or the install just halfway appears to work, but it does
not build the netbootable kernel or create all of the necessary
links in etc directory or generate the isl directory.

Hope this helps,
Sean
