Thanks to Steve LaBelle for the following clarification,
I set the parameter maxusers in the file /etc/sysconfigtab on all 4 of my
Digital Unix 4.0B systems. I set all my tuning parameters in
/etc/sysconfigtab. I addressed this very issue with DEC Support and they
recommend doing it in /etc/sysconfigtab. I believe on 3.X and lower
systems you had to set this parameter in the systems config file. On a 4.x
this is not the case.
