Sorry for the late summary.
Thanks to Ryan Niemes, Paul Kitwin, John Becker and Don
(Rye_at_jtasc.acom.mil) for their various suggestions which are shown
below. I'm going to log a call with Digital to see if they have an
'official' answer. I'll let you know if they do.

Backdown to 5.0 firmware. Certain configs of cpu's in the 8x00 systems
can
have
errors with 5.1 firmware. I believe you might see a module selftest
failure
in the config map
printed when the system first starts up. Here are teh configs that may
fail:
CPU Speed (MHz) 300 350 440 625
CPU Count 6(3) 8(4) 10(5) 14(7)
(parentheses indicate number of boards because each board contains 2
cpus)
There is nothing wrong with the cpu's etc. The firmware update was to
support
PCI-VMEbus adapters so 5.0 and 5.1 are the same if you dont have these
adapters.

Whenever you add hardware to and 8000 class machine, you need to rebuild
the NVRAM. At the console, type "set cpu0" and type "build", it will
ask for part number and serial number of the CPU (it's in the outside of
the card). After the first rebuild, you need to "set cpu1, build; set
cpu2, build" etc until all CPUs are done.
WARNING: This WILL erase your current SRM settings, so make sure you
write them down first.

I believe you have hit a known firmware bug. There have been blitzes
out from Digital on the 5.1 and above FW. If you have Digital Support I
would log a call with them.

We are experiencing a similar problem at our site. I have no idea
what is causing it, and it appears to be unproblematic, but I don't
like error messages I can't explain. It appears to be accompanied by
another error message:
Apr 7 00:04:56 mymach vmunix: fta0: Illegal [Len=7214] packet:
DA: 08-00-2b -b6-a4-db => SA: 00-00-0c-05-d6-db
which is an illegal packet from one of our ciscos. I haven't had
time to find out what's causing it, but let me know if you hear
anything.
