crontab -e does strange things

On our Dec Unix 3.2, we noticed something really peculiar using PICO
with crontab -e, and I wondered if this was something already known.

It appears that if you edit the root crontab, and save the temporary
file before exiting (CTRL-O) cron does not properly save the file, or it
creates TWO cron files, both running without the changes in place.

Over the last vacation period, we disabled a program from running by
putting a # in front of it, only to find out that it still ran, in fact,
two simultanous copies of it ran, destroying each other's output!
