Q: tcpwrappers built but not working

Greetings,
   I made the tcpwrappers 7.6 program using the advanced method. I edited
inetd.conf like this:

   telnet stream tcp nowait root /usr/sbin/tcpwrapper/tcpd telnetd
   
where the tcpwrapper modules are in /usr/sbin/tcpwrapper. There is 555 protection
on the directory and the executable files. I killed the syslogd process and
restarted it so it would read the modified inted.conf file. When I telnet in
I am expecting to see a log file show up in syslog.dated auth.log but that is
not happening. I did not modify syslog.conf.

Can any veteran of this shed some light on the situation?
