Network ports

Hallo,

does anybody know, how to fix my problem:

If I try to telnet to our Alpha Server (Du 4.0A) I always get
the message "All network ports in use.", but nobody is logged
in (I rebooted the system some times). I tried to recreate
pseudo terminal devices in /dev - it didn't fix it.

Any hints?
