TCPDUMP does not see all network traffic in promiscuous mode

I have configured one of my Alpha servers running Digital UNIX V3.2g with
the packetfilter and turned on the ethernet interface to promiscuous mode.
However I only see traffic destined for the system it is running on rather
than seeing all traffic on the network. I have a PC running a packet
filter and on that system I can see all the network traffic.

I have heard that it may be a limitation of the ethernet card hardware
itself. Could this be true?
