rsh problems

Hello -
Am trying to rsh to an Alpha Station running v3.2. without
success. I get messages from the remote Unix clients that
just say "<hostname>: cannot open"

I've checked/tried the following:

I can rsh from the Alpha to the other unix workstations.

rlogin, etc from the other unix workstations to the Alpha
succeeds WITHOUT a password.

Don't know about OSF, but other unix's require /.rhosts &
/etc/hosts.equiv to be chmod'd to 600 so I set it to that
on the Alpha.

In Session Manager -> Applications -> System Setup -> Security
Security is set to "Base".

Don't know what I'm missing. Any ideas?
