Well I received two replies to my question. It looks like its
not a good idea to use DDS-3 tapes in the Digital TLZ09
Cassette Tape Drive.

Here are the two replies I received.

You can't safely use DDS-3 tapes in the TLZ09. While much
faster than the TLZ07, it is the same DDS generation. I
think the biggest part of the capacity increase for each
generation comes from the tapes getting longer. As the
tapes get longer they also usually get thinner and the
mechanical parts of each drive need to be to handle the
tape.

For DDS-3 tape drive also /dev/rmt0l and /dev/rmt0h works
rmt0h nearly is doing 10 GB on TLZ09.
I have not tried medium density(/dev/rmt0m)
