my quesion is:

SUMMARY:
You can use Networker without any charge to backup only one
server with a backup device attached. However, you can't do
any further without this important server license while you want to
backup other client , attach a Jukebox or add another modules
(EX: DMO).
So. in this configuration, I have to buy :
server license
1-16 slot changer license
database modules for Oracle licnese
