NIS passwd and qpopper-different passwords?

We were running in enhanced security. We switched back to base security
for compatibility with NIS and Linux....
now when someone changes their NIS password, it does NOT update their POP
password.

I thought this accessed the NIS password table!

I checked rcmgr get SECURITY and it returned "BASE"

What could be the problem?
