wait state

Any assistance on this tuning question will be greatly appreciated!

I've got an 8400 running 4.0B (PK6), ASE, and LSM. My system appears to
be spending quite a bit of
CPU time in wait state. It APPEARS that the disk IO is fine. What
exactly causes a process to go into
wait state? We run Oracle 7 if that matters. The system does not swap
(4GB memory), and is stocked
with 8 625MHz cpu's.
