gated running at 20% - where should I look!?

We're running dec osf/1 4.0a
and recently gated has increased to 20% usage, bringing the whole system to a
crawl since yesterday.

I'm not sure where to look... i've killed and restarted gated without any
affect.
And we don't have tcp wrappers installed (where to get them!?)

The gated.log has a lot of the following: (what does it mean?)
