wu-ftpd and C2 Security

I'm installing wu-ftp on a 4.0B system with C2 Security. I read the documentation on doing this
(bigcrypt..etc) and everything compiled fine and seems to work.

I'm using the guestaccount setup, not the anonymous ftp, and I'm wondering what
the significance of the /etc/sia part is? Do I need to copy that into each
guest accounts home directory ???
