slow down ftp

Dear list,

we have a problem on our AlphaServer2100 (DU 3.2):

Some user transfer large files with ftp. The netload on this segment
is rising up to 70%.

Is there a posibility to restrict the transfer rate of ftp?

The user told me that he had to use ftp but the speed of the connection
is unimportant.
