Enabling su(1) to root from user account: how?

I get "You do not have permission to su root". Neither the man page nor
the HTML docs offer any hint as to what is controlling this behavior.

I've added "ptys" to /etc/securettys, so I can use login(1) to access root,
but it's annoying because exiting causes the terminal window to go away.
