Monitoring the usage of a specific program

Hello managers,

our boss has another good idea (and i have no solution, yet):

We have several licences for several program-packages and he wants me
to tell him, how often those packages are used (e.g. IDL, NAG,
Mathematica, ...) - and what about free packages, that are installed,
but need no license (e.g. perl, tex, ... ;-)

The first step i could think of, is to write wrappers and make such
logs myself, but i'm sure other solutions exist, even if i don't know
about them yet. What would you recommend?

Btw, this is still a du-4.0b site.
