/sbin/init.d/audit stop/start

Hi group, I am having trouble with starting auditing on one of my systems.
I have recently upgraded from 4.0a to 4.0d. When I attempt to ./audit stop
and then ./audit start I receive an error: audcntl: Function not implemented

Any suggestions on how to correct this? Also, If I enter auditd -w, nothing
goes back to prompt.

On the other system I get the same thing except if I ps -ef | grep auditd
auditing is actually started, as well as if I auditd -w I get the layout.
