Question:

Thanks to Dr. Tom Blinn, I found out quickly that:

While it is possible to change the file permissions on these files, there
is no obvious need to do so as the scripts check for superuser as default.

Note: these files have protections recorded in the inv files in /usr/.smdb.
and any changes you make to the protections are likely to impact your
ability to patch or update your system unless you also change the inventory
records; even if you do change the inventory records to match what you set
as protections on the files, they will get reset to the current set of
protections during a system update installation.
