password file lock left after exiting dxaccounts on digital unix 4.0d

After adding a number of accounts yesterday and then exiting dxaccounts,
I discovered that a lock was left on the password file. I tried shutting
down the system and rebooting but it still shows as locked. If it
matters
I am running enhanced security.

Any idea how I can get access to my password file again?
