where are initial PATH and MANPATH variables set?

I've been asked to add an executable path and a man pages path to the
defaults that the system provides upon logging in. We use CDE, so I pored
over its man pages and looked at the files it mentioned as well as any
other likely files that I could find. The archives mention /etc/profile
and /etc/csh.login -- but none of the files I looked at show the paths
reported with an echo in my .login. Where are the paths set?

Also, I notice a different path when I rlogin to another host in our group
($HOME is the same disk NFS mounted on all our systems) and no manpath
(yet man seems to work ok) -- perhaps someone could explain howcome?
