Why are MH utilities setuid?

The message from Lamont Granquist prompts me to ask a question: why
are /usr/bin/mh/inc and /usr/bin/mh/msgchk setuid programs? I have
looked through the man pages and can't see any reason, given that
/var/spool/mail has permissions drwxrwxrwt. Other MUAs (pine, mailx,
emacs) do not run privileged.

We only have a very small number of MH users, but they get very upset
if we do anything which stops MH working.
