Oracle and controlling load averages

Hello All

We have a 4100 server with 2 Gb RAM and two processors running 5 oracle dbs
and a few other things. The load is getting very high and it is even paging
out on occassions. When I run top all I can see are the oracle dbs so there
is nothing straying in there, all with a nice of 0. Can anyone suggests
methods to ease the load on this server which is really dedicated to oracle?
Or is this now a problem for the dbas to create more efficient indexes or
whatever it is those strange creatures do?

The users are not seeing the problems at the moment but I feel this may
potentially become a problem.
