/etc/gettydefs file ignored for console

Greetings,
We are currently having problems here with our consoles locking up under
certain conditions. Setting the IXANY flag solves this problem, however
even though we have this flag set in the console entry of /etc/gettydefs,
it is NOT set when we actually log in. Here is the relevant line in
/etc/gettydefs

console# B9600 HUPCL CS8 CLOCAL IXON IXANY OPOST ONLCR # B9600 SANE IXANY
TAB3 CLOCAL #\r\n\r\n%v (%h) %t\r\n\r\n\rlogin: #console

If anybody has any suggestions as to why these settings are being ignored,
we would be most appreciative.
