Sendmail and always_add_domain

I'm still working on the relay question - I think I have an answer to
summarize soon, but I want to make sure it works first. Meanwhile
I've run into something that's driving me nuts.

I want to fully qualify from addresses so I added
FEATURE(always_add_domain)dnl
to my m4 file, rebuild sendmail.cd and restarted sendmail.

It seems so simple, the doc says this:

always_add_domain
                Include the local host domain even on locally delivered
                mail. Normally it is not added on unqualified names.
                However, if you use a shared message store but do not use
                the same user name space everywhere, you may need the host
                name on local names.

However, when I send mail when I send mail from one account to anther
all local to my server, I don't get the fully qualified name.

I must be missing something simple. Any ideas?
