Jim Turner gave me the correct answer. Delete /etc/ptmp
Thanks also to Bryan Lavelle and Joe Fletcher. My original problem was:
We were adding user with useradd and it aborted with a bad -k switch instead
of a -s. We now get the follwing message when trying useradd:
useradd: The password or group file is currently locked by another user
Please wait and retry the operation again later
using vipw we get "password file busy"
We are on 4.0D with ADVFS and no C2. Any help would be appreciated
