ftp question

Tru64 UNIX (formerly Digital UNIX ) guru's,

Does anyone have intimate knowledge of how FTP works under the covers?
My problem is FTPing files between UNIX boxes, both 4.0D patch 3. They
run into some kind of "timeout" error that I can not put a finger on.
It seems that the default buffer size is 5k, and then there is a
confirmation or request that gets dropped, and the ftp session just
spins it's wheels. I have a funny work around that goes:

cat {filename} | uuencode {filename} | mailx {user_at_remotebox}

This works but is a rather ugly work around. I get the feeling that
this is part of some deeper network issues but it only seems to effect
the UNIX ftp client.

This is an internal nightmare network( these 2 4100's are 2 inches
apart! ):

Box1 IP 10.50.80.51 default route 10.50.80.1 -net 10.1.0.0 via
10.50.80.3
Box2 IP 10.1.0.24 default route 10.1.0.2 -net 10.50.80.0 via 10.1.0.2
