Thanks to all who responded:

Bill Boddy
Mark Ray
Dr Tom Blinn

Well suffice to say there is a lot of finger pointing going on around
here! Network guys say it's software, Firewall guys say its internal
routing, UNIX guy says the other 2 screwed it up. I think that I'll
have to start with Dr Blinn's suggestion and run tcpdump and get a
little more data. My hunch is that someone changed the firewall because
the way FTP responds to a transfer is 5k...10sec timeout...5k...10sec
timeout..5k So somehow the acknowledgement or "Clear-to-Send" signal
is getting lost. Why the firewall is getting in the way though is
beyond me.

I'll send out more info once I have run tcpdump, and if anyone out there
has any pointers on tcpdump I'd love to hear them!
