weird terminal problems

     We've got two machines with 4.0B on them, and we've started seeing
some weird problems with them. After upgrading to emacs 20.2, we started
having lots of screen redrawing problems. The emacs problems seemed to be
solved by setting our Telnet clients (usually BetterTelnet for Macintosh)
to emulate an xterm. However, when upgrading to tcsh6.08.00, we started
having similar problems.

     With the updated tcsh, we'd see our prompt disappear, if we attempted
to use command-line recall (hitting the up-arrow), or do any kind of
command-line traversal with the arrow keys, or Ctrl-A, ctrl-N, etc. Also,
with the new tcsh installed, the emacs problem re-appeared.

     Resetting the terminals to emmulate any VT's doesn't help, either.
We've searched and removed all the old `tset`s and `stty`s from all the
login files to no avail as well.

     Anybody have any ideas? We're sort of at a loss for what it could be.
