Where is the PATH variable set?

On all of our Compaq UNIX systems, (4.0D), we have found that the PATH
variable is set to:

PATH=/usr/bin:.

That is /usr/bin and dot.

This I consider a security risk as it is setting the local directory right
at the start of the path. It is also in the default, not in the individuals
profile.

I would like to change this default, but I can't work out where it is set.
I have checked in /etc/profile, and it is not there, or in the users
profile.

Can someone please tell me where it is set?

Our common shell is KORN shell.
