edt on V4.0e: Crtl-Z does not work from time to time

edt on Digital Unix V4.0e shows a strange behavior. From
time to time Crtl-Z does not change to line mode. As long
as Crtl-Z does not work, using PF2-Crtl-Z does _not_ show
the description of the EXIT command. Instead it reports for
Crtl-Z that there is no description for 13ASC or 29ASC.

Three times edt did not respond at all and the only way to
'exit' edt was to close the dtterm window.

We never saw this behaviour with Digital Unix V4.0b (+ all
patch kits). ls -lR /usr/opt/bbc on V4.0b and V4.0d shows no
difference.

This happens with dtterm (TERM = vt220 or vt300) and tcsh.
Unfortunately we found no way to reproduce it. It comes and
goes even in the same dtterm window :-(
