IP Takeover

Hi I want to set up 2 servers to be our web service so that they both load
balance & do high availability.

I'm familiar with ASE (trucluster) but I don't know if you can make this
work without a shared SCSI bus. Really all I need is for the IP alias to
be taken over if the machine fails (a DNS entry will take care of the load
balancing).

So the questions are:-

1. Can ASE be setup without a shared bus?
1a. If so can ASE (Trucluster 1.5) be used on a PC164LX based system?
2. Are there any applications that will do this for me?
3. If none of the above are available can somebody give me some
        sample code for getting ARP entries so I can write one myself!
