Francini, Joe Fletcher for their help. Apologies to anyone I've missed.

My problem was in fact the PowerStorm graphics card - it has a rotary
switch that basically forces the resolution and refresh rates.
Apparently, NT can override this setting, but OSF-D/Unix/Tru-? cannot.
Somehow, the graphic card documentation didn't make it in with the other
fifty or so pounds of stuff. But the console says 'powerstorm' right
there, and a call to a friend yielded some switch settings. These are
reproduced below, in case anyone else get's similarly stuck. Note -
these are only the 60Hz refresh settings - we didn't want to copy the
whole table over the phone ;-)

switch setting resolution
2 1280x1024
7 1024x864
8 1024x768
A 800x600
C 640x480
E 1280x1024

Note that there's probably a mis-print, as 2 and E above are otherwise
duplicates.

Anyway, setting the switch to 8 fixed me right up. THANKS!

Sean O'Connell had a different response, which didn't turn out to impact
my situation, but deserves mention (and thanks) as well:
    He pointed out that CDE doesn't use the same config files as xdm
does. In particular, /var/X11/xdm/Xservers is *NOT* the same file as
/var/dt/Xservers. Sean suggests either:
1) change to xdm by altering the XLOGIN variable in /etc/rc.config
2) messing with the options settings in /var/dt/Xservers.
