ftp connection refused

Yesterday I had to kill -9 a user who was using ftp. Since that we are
unable to use ftp. Returns message, can't connect - connection refused
and connection failed. Could there be something hung from the force
logout? The user id is not locked.

Running tru64-unix 4.0d w/ patch kit 3 on an Alpha 2100A.
