AdvFS quotas have disappeared

Dear Managers:

I have a brand new AS4100 running Tru64 UNIX 4.0E plus the first patch
set installed.

All of a sudden my disk quotas have disappeared! For example,
/ # quota peter
Disk quotas for user peter (uid 20629): none
and edquota peter gives:
Quotas for user peter:
/users: blocks in use: 236907, limits (soft = 0, hard = 0)
        inodes in use: 2541, limits (soft = 0, hard = 0)

I ran quotaon and quotacheck to no avail; repquota also shows no
quotas. I definitely had quotas last week and on Sunday they were
gone. How could all the quotas suddenly disappear? How can I get
them back?

This filesystem (/users) was moved from an AdvFS filesystem on a
machine running Tru64 UNIX V4.0 to the new machine a month ago, but
everything was fine until now.

The entry in /etc/fstab looks like:

cp#users /users advfs rw,userquota,groupquota 1 2

I might mention that this file domain is installed on a RAID set.

The only thing that happens on this machine over which I have no control
are daily backups (nsr), and these began last week, but before the quotas
disappeared.

Compaq support has been scratching their heads over this for two days
now with no help. Maybe one of you has an idea?
