randd racing cpu

I am running du 4.0d patch kit 003 and run into the problem of randd
hoarding CPU cycles whenever I start DCE. As I read the man pages it
mentions that randd just generates random numbers for DCE security. Is
there a way to keep it from racing - or a way to start DCE without randd
running?
