global pw change with C2 security

Hi Managers,

Here's what I've got:
Alpha PWS 433 running Tru64 Unix 4.0d (soon to be 4.0e)
with Enhanced Security enabled.

Here's what I want to do:
I need to update the passwords for all the accounts on the system.
This system is being setup as a new mail server. I've created all
the accounts and home directories. Now I want to synchronize the users
passwords with a passwd file from another unix machine. this way the
users can log in with a familiar password the first time. Once they log
in with their familiar password, I will force them to change to a new
password.
So, how do I take the encrypted password field from a (non Enhanced
Security) passwd file and replace the current users' password with it.
I can see the encrypted pw string using 'edauth -g'. I will be writing a
script to do this task, but don't see an easy way to accomplish this.

Any clues will be appreciated...
