Can't login as root from an X-Windows Client

I know I should know the answer to this one, but I can't find it.

I just built a V4.0E machine (Alphaserver 2100).

When using the same PC XWindows Software I use all the time (LabTam's X Win
Pro), I can't logon as root from my office desktop system.

The specific error message I get is:

"root login refused on this terminal"

DNS works fine on this 4.0E machine, as I can ping my desktop by name.

I added two entries in /etc/securettys as follows:

ptys
bruce:0

I can login as root from my desktop from a telnet client.

I know I am missing something simple, but for the life of me and another
person here, we can't think what.

BTW, we are a small shop, and these systems are behind a fw, so ptys in
/etc/securettys is not too dangerous.
