For those in the same boat:-

The information that Fore supply about DLE is for UNI 4.0 Digital Unix
does not support this.

The UNI 4.0 anycast addresses, which start C5 are not required to make DLE
work. Normal '47' addresses can be used as the anycast address, provided
they do not match any other NSAP address on the network.

Apparantly not using "proper" anycast addresses should not cause any
performance problems in anything other than extreemly large networks.
