thank you for your quik answers.
it seems that many others got this problem too.
the skript dupatch uses the who -r command to determine the run level.
when doing a boot -flag s on my machine who -r shows run level 0, which i
think is fase and the source of my problem.
the actual solution was doing a boot -flag s and then a init s. after that
you may follow the steps in the installation instructions.
