SMP Licensing

Hello Managers

I have a question regarding the licensing of additional processors on
Alphaservers.
When installing CPU's there is a SMP license supplied, what would be the
consequence of NOT installing this license. I have stumbled upon two
separate locations where the SMP license has not been installed.
In my own experience, packages such as dxadvfs or dxlsm will not work if all
CPU's are not licensed, also interactive logins are limited, but what is the
situation with third party applications such as Sybase or Oracle ?
Does the operating system just 'switch off' the un-licensed CPU's ? - in
which case the sites I have come across will have spent lots of cash on new
CPU's which have never become active.
If the CPU's work without licenses provided there are no interactive logins
then surely this would be an invitation for customers to purchase CPU's
without licenses - significantly cheaper !!
