terminal disabled -see account administrator

Hi Gurus,

We have a DEC Alpha 3000-300 running DU 4.0B and suddenly the
console does not allow logins by CDE or dxsession. We have
the message:

Terminal is disabled - see Account Administrator

I have seen a message regarding this message in the list,
mentioning about issuing the command

usermod -x administrative_lock_applied=0 root

but it does not work. Console does not allow logins from
root or any other user. Any hints?
