need VM tuning ideas

Greetings managers,
        I have a strange question, I am not sure whether this is
        possible or not:
        
        we have 8GB memory in our turbolaser and we have configured
        the system so that every user can use "unlimited" memory, this
        is a requirement for us. so limiting user memory is not a
        solution. every once in a while we have situation when the system
        starts to swap when a user accidentally lauches a job that takes
        up more memory than available, and no one can login etc. Even
        "root" can't get a prompt back. basically, we have to wait forever
        for the system to come back to normal. Instead of waiting hours
        what we do is "reboot" the system. Here is what I am looking for:

        - Is there anyway (does not seem possible) that user "root"
        process is ALWAYS available irrespective of the memory situation,
        so that "root" can at least get a prompt back to kill the
        process that is trying to eat up the memory? Since now, even root
        does not get its prompt back when the system is swapping.

        Is there anyway to tune vm on a "per user" basis?
